David Garcia, Policy Director with the UC Berkeley Terner Center for Housing Innovation, frames the conversation with some housing history and lead into ideas on housing policy, as well as some thoughts regarding construction costs of affordable housing.

David's talk is followed by a diverse panel of Davis stakeholders to present a Davis perspective on the issue.
