Community Access Preservation (CAP) Act
In states with statewide franchising laws, stations will receive the historical support they were getting before franchising laws were passed; what the state has provided; or 2% (whichever is greater).
In all 50 states, if station gets PEG support, they will be able to use that for all expenses, not just capital but also operational, such as salaries.
The CAP Act keeps PEG channels on the basic tier of service, does not allow cable operators to remove data or degrade the signal, allows communities that don't have channels to ask for support for up to three PEG channels, and prevents cable operators from charging for the transmission of the channels.
